If you create a new action it will be available to you from the Actions palette, even after you close and restart Photoshop. To ensure that it can survive events such as a regeneration of the program's preferences, or reinstalling the program, however, you should save the actions as a separate .atn file. The best way to do this is create all of your own actions in a new set and save the set by opening the palette options menu and choosing Save Actions. You can save the file anywhere you like on your hard drive. If you need to load them again, choose Load Actions from the same popout options menu.
If you want your set of actions to be available in the lower part of the palette options menu, then they need to be saved in the Presets > Photoshop Actions folder within the main Photoshop CS folder. In a standard installation of the program, here is where you'd find that folder:
Mac:
Applications > Photoshop CS > Presets > Photoshop Actions
Windows:
c:\Program Files\Adobe\Photoshop CS\Presets\Photoshop Actions\

Actions are a great way to speed up your work in Photoshop by automating commonly-used procedures. They take advantage of one of the things computers do best; processing a series of precise instructions in a very fast and efficient manner. Additionally, they're fun to work with, especially when you start creating complex actions made up of many involved steps and commands. It's very satisfying to sit back and play such an action for the first time and watch it zip through all the steps. Give them a try and inject a little action into your digital imaging workflow!
